Out of contract - want to change from Postpaid 4G plan to a SIM only plan

I'm out of contract this week (was 2 yrs 4G $100 per month) and want to change to a SIM only plan (no contract, $20 per month maybe). I would like to retain my current SG number. Will I need a new SIM card to do this? I'm currently overseas and roaming indefinitely.  So changing SIM card

Main Balance forfeited according to support - No OTP Received to check balance on App and USSD code running... when I dial *123#

I have reached out on Whatsapp but no one can help me. Now no one is responding anymore. I was told that $99+ is no longer in my account.
