Is dialing *100*54830# must even if roaming service is enabled and data travel is purchased?

I have international roaming service. For my overseas travel, I have purchased DT2 travel plan and I have received a confirmation SMS. Now, with all these, do I still need to dial *100*54830# to enable data roam service? If so, should I do it before leaving Singapore or landing in the destination? Please help to clarify
