I am a happy prepaid Starhub custumer, currenty in Australia.
The personal hotspot on my iPhone 7 ask me to "Set Up Personal Hopspot" by calling 1633 that I can't do from here.
I had the same issue in Singapore and the recommend change of APN to shppd haven't help at all (even after re-start).
Could somebody help ?

We apologise that mobile hotspot tethering may not be available for some iOS users. Hi I faced the same problem. What I did was to disable 4G at data settings and use only 3G. It works for me. And i hope it helps. Thanks

Step 1: Make sure the iPhone is updated to iOS version 11.0 and above Step 2: Go to Settings> Mobile Data> Mobile Data Options > Mobile Data Network
> Under Pesonal Hotspot, update APN to shppd If no to Step 1: Access http://bit.do/shapn from the browser in your device and
select 'Install Profile'. Select 'Install' to install the APN Profile. Step 3: Reboot handset for new settings to take effect.
