i changed my SIM card in Jun 17. Since then, I have been intermittently not receiving calls throughout the day. Very frustrating. Called 1633 many times and tried many ways suggested such as change to 3G network only, *330*1234# call, restart phone by pressing the 3 buttons together, replace SIM card, SIM card also not working on another phone. Please help!!

This sounds very odd.
Quick check - have you restarted your handset today or tried placing your SIM Card in another handset to see if this helps solve the issue? Do also confirm if this also happens for all calls and SMSes or only for certain callers.
