Port in question

I have  1 StarHub Line and 1 Singtel. If port-in to StarHub and replace the StarHub line at main shop, any cost??

There is no cost for number porting over as long as the starhub owner and singtel owner name matches, there is no more contract over at singtel and no outstanding bills at singtel, you should be fine !
