Change of ownership but unable to register for HUB ID?

Recently i have just made a change of ownership for my mobile number and tried to register for a new HUB ID as all the long the previous owner has her own HUB ID.

 

But wasn't able to do so as my mobile was once register under her name too.

What can i do to re-create my own HUB ID so that i can redeem my points and without going through the customer service on phone as the service is really cannot make it!
