Pls Help! "The NRIC / FIN provided does not belong to a valid customer"

When I tried to link Hub ID to Starhub Accounts I always get the ERROR - 

The NRIC / FIN provided does not belong to a valid customer,can anyone help to solve this, PLEASE?
