Upgrade to home hub

Hi I wanted to check if I am really eligible to upgrade to Homehub 1000. My Starhub TV subscription says I am eligible for early upgrade to homehub. When I proceed to subscribe for Homehub everything goes smoothly via online. Unfortunately and very sadly I received a call from Starhub that due to my ongoing contract for my broadband 200 ends in 3 Nov, they are unable to proceed with my subscrition plan. My question is what sort of early upgrade am I eligible for? Why can't it be done since I am upgrading to a higher plan? Can this be done?
