When the installation & setup & activation at your location is done, the technician would either give you a letter for redemption &or issue the vouchers.
But i would think it is more likely that the Letter of Redemption would be given after the technician complete the activation.
Activation of the services, fibre broadband & others, if any; this is consider as the start of the services.
Hence they would not send to you before activation.
Freebie are given upon &or after activation.
