This is because the link is not correct.
As for the International Speedtest, the upload may hang in the ending, as i think is due to, currently Starhub is having fibre broadband connection problem as it breakdown twice within 72 hours, for few hours from 10 pm.
Link should not have any illegal character, such as a dot " . " as this result in not going to the correct location.
I am not Starhub staff &or related to.

Thanks for asking. Are you directly connected via LAN cable to the modem? This will allow you to do the speed test reliably.

Go to top right 3 dots, click and >> select Settings.
Next, scroll all the way down and select >> Show advance setting.
Under Privacy, click on >> Content settings ...
Scroll to >> Flash
Refer to pictures attached;
Under Flash, select >> Manage exceptions ...
Next, input the IP Address, (you can do highlight on the IP and copy;
Once all done, click on >> Done.
Speedtest using Google Chrome in normal window mode,
For incongito mode:
Browser using Google incongito mode, and select Setting; > do likewise in incongito window.
Quick check - have you tested the connection using a LAN cable to your laptop/PC to see if the issues recur after a restart of your modem/ONT and router?
