High Packet loss at the same time every evening

I am experiencing high packet loss (25%) every evening between 8:30 and midnight approximately. I have used ping plotter and the problem is external to my property and seems to be in at hop 4 of 8 and at or from from starhub (six2-uts-int02.starhub.net.sg) to the next location. My friend is using the same service but via Singtel and does not experience any problems.

Technical staff tried to work this yesterday evening even changing my IP address twice, however the problem persisits and seems to be caused at: six2-uts-int02.starhub.net.sg where high latency persists.

 

Would be pleased to hear how this can be resolved!
