Not really appreciate for this so called "1gbps broadband" service.
this is based on the LAN connection, The router is the D-Link AC3200 ultra wifi.
Have you update DLink DIR-890L to the latest firmware version.

Do note that you need to do factory reset after firmware update.
If you are unfamiliar on how to update, you can contact DLink hotline 6501 4200
They can assist and provide you the firmware.
After update if your speed is still not good.
You can contact Starhub hotline 1633 direct to Tech support line, not cs.
Request to refresh or reset your IP.
Alternately you can do this method if you have already updated your router firmware.
If possible do contact them when your connection is poor as they can see your connection at their end.
