We have a 50Mbps cable broadband at our home and we are able to get around 40Mbps local speed from Singtel. However from another local singapore ISP, Viewqwest, we are being capped at 16Mbps download speed. This is unaccepatable. We need to know if this can be resolved at your end. The server we are downloading from is hosted under viewqwest ans is capable of delivering 500Mbps speed. We have already confirmed that there was no throttling at server side or viewqwest side. Another guy in viewqwest is able to download at 500Mbps itself from the same server. Do note that this is not a PC/Router related problem, as we have done enough tests to confirm this.

As you see above, reverse trace from server to us (which is the critical part since we are downloading from the server) is coming back via telin.sg router, and we suspect starhub might be thinking viewqwest as international traffic and cap it to 16Mbps. This is what we dont like, bacause we are supposed to get local speed from local servers no matter which ISP they are on as long as it is in singapore. Looking for a positive reply, and do escalate the case to necessory level if needed, bacause we will be going to any level including IDA, if we are not getting anything positive from starhub.

U guys are so horrible.. The owner of the server got help from viewqwest to move starhub routes out of telin and resolved the issue. We are now getting 50Mbps local download speed from ViewQwest. Thanks for nothing stupid starhub. The moment our contract expire we are going to signup to ViewQwest.

Here are the speedtest.net results from different Speedtest servers in Singapore.
Here is a screenshot of actual download speed that we are getting which is around 13.5Mbps (1.7MBps) from the server hosted in viewqwest. The same server is capable of delivering 500Mbps (40MBps) (Tested by our Viewqwest Friends) and about 60Mbps (7.5MBps) on Singtel Fiber 100M connection.
We expect local speed instead of this international capped speed. Thats all we asking.
