Hub ID unlock

My Hub ID is locked due to many wrong password key in attempt. I tried the online service and they are telling me I don't have a Hub ID and 1633 is too busy for me. This is frustrating.

 

Can someone assist me asap? I can provide whatever necessary information via PM.
