Samsung Galaxy Fold Scam

I recontracted my phone line on 10 March 2021, it stated “free samsung galaxy watch worth $598”

The phone came without the watch, when I called 1633, says to wait for an update, till today, 20 May 2021, not resolved. Customer service says it an “after-sales” department matter but I think that department probably not working cause its been 10 weeks lol. Can I not pay my bills till you resolve this matter? Tit for tat? You guys are making me look like a fool waiting for 10 weeks. I have been very VERY patient with Starhub
